Because of the way they're built. Their legs stick out past the edges of the shell, and then point downward toward the ground. That's a very awkward configuration for movement. Also, their shells protect them. You don't need to be fast if you basically live in a tank.

this an actually good answer instead of one of those weaklings the shell.......you know how turtles are so heavy it all comes from their shell is about seventy-five percent of thier body if you took off their shell[which you shouldnt because it is attached]it would be veeeeeeeeeeeeeeeeery light

A turtle is a cold blooded animal. Cold blooded animals move slower to conserve energy.

patience is virtue!
and i think they live a very long time so maybe it might seem slow to us in reference to our time frame but for them, they're moving at normal speed, if you understand what i'm saying.
