Its the character who develops the plot once you have decided the setting.
Setting
So what type of fantasy world are you creating. Is it united or fragmented kingdoms/territories? Was it at peace or in chaos at the beginning of the story?
Choose a type of world that you can relate to or how about modeling after your point of view of how the world works.
Main Character
Create one that you can follow the mindset of.
Is he a tragic hero, a reluctant hero, etc. Is he even a hero? Maybe in another point of view he is an evil man.
The background of the main character is very important because you are following his adventure. Everything he does is based on his views and what happened to him before the adventure.
Scenario
For the scenario, I always stressed, "you have to know what you want to accomplish or display by the end of the scenario." Do you want to express a moral or return peace to the world? Decide that and imagine a way of getting there.
After you developed these two, everything is just piece and fit based on feel. Its not a fast way, but with inspiration and luck you are there.

I'm a military fiction author myself. Thanks for joining the writing business. Try writing about some modern-day scenario, like the Mexican invasion of illegal immigrants, and write about resolving that situation, but include magic or whatever you want to add since you said you write fantasy adventure. This is something you must do on your own.
Don't immediately start writing when you think of an idea too, let it stew in your head for a while, at least a month. It will grow and that lessens the chances of you giving up halfway.

How about like it is like in the future and the water has covered most of the land, and the sharks are everywhere, and humans have to learn how to build underwater cities and stuff.

you can write about parallel universes. maybe some characters(from different worlds) that can see each other and want to meet, but they can't, so they try to find a way.
