Yo CP Kid, Whssup!
The water in many pools isn't changed for very long periods. One I know of here in Spain, hasn't been changed for EIGHT years! Although pools have pumps and filtration, they still get pee'd in, snotted in and goodness knows what else!
Chlorine is an effective way to combat germs and other grotty stuff and will prevent you from glowing in the dark one day!!

Marty is right about the 1-3 parts per million...but it should be at 3 for a large pool because you dont want it to drop below 1, then it becomes a health hazard and they have to shut down the pool until they get the level back up.Most pool work with the "keep chlorine flowing and a low sustained rate" usually done by computers now.and th elifeguards or pool attendant will check chlorine levels and Ph levels every hour so controlling ups or downs is managable.
Chlorine kills alot of bacteria and other health problems that might arise, like an open sore.the high chlorine level will more than take care of any biohazard from blood pathogens.

Chlorine is used to sanitize the water. EPA suggests 1-3 parts per million of chlorine will kill bacteria and make it safe for swimming.

To keep it clean, think of all the people who use a pool in the day and what germs they may be carrying. Most pools these days ask people to shower before hand which is a very good idea.

Cholorine is used to kill off any bacteria present in the swimming pool. If you think about it, everyone must carry bacteria into the pool, and especially if someone pees in the pool!
