There's no option on the start menu for it. When i double click on the clock in the bottom right hand corner it comes up a message saying "this operation has been cancelled due to restrictions in effect on your computer. please contact your system administrator". It's not a business pc just my home computer, and i haven't messed around with anything. Could it be a virus or some sort of spyware? I have Norton 2007 so it should be up to date.

Oi numpties, i said there's no option in the start menu for control panel.
I haven't set up a password, as soon as i switch on, windows starts as normal. I'm the only person who uses or has used this pc so presumably i should be the administrator.

Has nothing to do with any of the other answers...having the same problem with computer i have been working on for a firend. The problem is that your computer probably has a trojan virus, has been hijacked with malicious spyware. do you recieve the error message "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator" pay attention to the warning message that pops up, there are spelling errors, proof that it's not legit...dont download anything that your computer is trying to get you to download, regardless of how many times it pops up- its definitely more malicious software...sorry :(

Right click on the Task Bar and then click Properties. Now click the Start Menu tab and then choose "Customize". Under Control Panel, make sure that "Display as a Link" in checked.

what system are you running? why are you double clicking on your clock. Surely you should click on start and then go from there. From what you said it sounds like your Norton has done somet to your settings.

Why would you be trying to access control panel by clicking on the clock!

Try START

You need to log in as administrator.
You are currently logged in as a limited user.

log on as administrator , if asked for password use one you normally use.

if your not the administer then maybe you cant be accepted to view this things i think
