That would be a fine example of a corixidae, or informally a water boatman:

We get these little buggers in my swimming pool after a long rain. I call em waterdivers, but no idea the real name. Not sure what area you live, but we're in Texas.

I called them skippers when I was little because they skip across pond water when I was fishing. I don't know the technical term though.

The water boatman is right, don't grab it they bite, feels like a bee sting.
