Hi can anyone give me a hand here, basically I have the below fuse box and the other night the light downstairs blew, and once we put a new bulb in and reset the circuit, the individual circuit for upstairs sockets wont reset, it just wont stay up, what do i need to get to get it working again? Can you pull them out and they have a little fuse behind or what?

I'm a US electrician but I do know Pauline is correct. You have a fault to earth somewhere causing the circuit to trip when you try to reset it. I would call an electrician to help you. There is nothing behind the circuit breaker to fool with. It either stays on or it trips.

Does it give a pop as it makes contact again? if so there is still a short on the circuit, try switching all switches to OFF then try re-setting, then try lights one at a time.

If its not 'popping' when closing, does it click ?? If not it would appear to not be latching ON properly, it's either broken inside or some dirt (bits of plaster etc) have got inside and are jamming the mechanism. If this is the case the only solution will be to fit a replacement breaker.

Don't attempt to dismantle the breaker, they are not serviceable.

Just read your Q again and realised it's a ring/ socket circuit you appear to be referring to???? This is odd as a faulty lamp should have blown the 3 amp fuse in its plug, and not tripped what should be a 30/32 amp MCB. Either way removing the lamp should have cleared the fault.

unplugging things that are working anyway will not affect the faulty circuit try swapping the circuit breaker for the other power circuit breaker main switch off pull out faulty one and other one swap them around if the same breaker trips out then it's the breaker if the fresh breaker trips out then it's the wiring or something that you have missed like a spur unit for the heating or an outside light that sort of thing

Ignoring the US answerers...

Is it refusing to stay up quietly or is there a 'pop'/'flash'
All you can try is unplugging EVERYTHING which is plugged in on that circuit. If it still refuses to reset, it could actually be a fault on the MCB (the individual circuit switch).

I would not recommend that you replace it yourself. There are no servicable parts inside/behind it.

First check if you ahve a Ground Fault Interrupt outlet anywhere inthe house. THey look like a regular outlet excpet they have two small buttons in between the two plug sockets.
GFI outlets are found int eh laundry room, kitchen, bathroom AND outdoors.
Puch the test and reset buttons (in that order) on each of them.
You may find that the lights etc that are not working are on the same circuit as the GFIs.
