Install the driver that came with the flash drive or download/install it from the manufacturer site

Did you download the Win98 driver?
XP recognizes most flashdrives, but I had to go online to get the driver for 98.
I'm not in 98 right now, but I'm not sure it has the capability of XP to "autoplay" - but you can try
Install the appropriate driver
After that, open My Computer
right-cl on the drive for the flashdrive
select properties
see if you can take it from there
if not,
try Start
Settings
Control Panel
System
Hardware
Device Manager
find the device, right-cl on it and check properties

Upgrade to XP? I dont think anyone has bothered to port that functionality back into the stone ages for ya, sorry. Get with the times man. Vista is out already, why not move up to XP?? Or get a new computer with XP? Those are not gonna be around for too much longer, get one while you still can.

It can't, you need to go to the website of the manufacturer, and download drivers for the Flashdrive.

you will not, WIN98 did not have the built in USB support like XP
