I would like to re-apply to a company that I used to work for. Its been 5 years and I'm not sure if they're hiring, but I would like to put my name back in there. Do I just send a normal coverletter as if they're new to me or do I bring up the fact that I worked for them previously? Do I also need to change anything in my resume, being that this company is listed as an employment? I have also heard about sending a pre-cover letter, do I need that and if so, what do I put in one?

I forgot to mention that I had been laid off due to slowness in business. I'm not really sure how they're doing now, there's not much on their website to determine if business has picked up or not.

Assuming that you left on good terms, I'd mention in your cover letter that you worked there before, as xxxx in department xxxx. It might give you an edge. They'd see it on your resume, but unless something in your cover letter catches their eye they don't always read the resume.

I've never heard of a pre-cover letter, and I've done a lot of hiring.
