At any point you like, but my friend, true friends are certainly hard to find.
You can consider them as your friends but don't take that seriously. When you need them, they might ignore you. I think if you are really up to calling someone your friend, it must be real. Otherwise you end up doing good deeds for Horrible People that would leave you helpless at times. And indifferent when you have nothing else to give. You might also regret telling them all your precious secrets, because in turn you will discover you shouldn't trust them at all.
Just be yourself and someone will come to you, and in due time you will value them for being there when you needed them most. I think that is the point wherein you can call them your friend and with a twist.

it takes awhile for me to start calling you a friend. once i get to know ya more and any likes or dislikes that you or i may have. So no specific timetable really.
