I am an IT consultant. I work a lot of overtime in which my consulting company charges the company I work at, time and a half for. They however pay me regular time and pocket the rest. I thought time and a half was a Federal law. Am I due all this back pay they kept?

It depends. Are you a salary employee? If they agree to pay you a salary per week and yet you work OT ... then you are working for free. Which sucks.
I would either renegotiate my pay scale with them to go to an hourly rate or find another job.
If you are an hourly employee... then yes ... they MUST pay you for anything past 40 hours in one weeks time. Let them know that the jig is up and you expect to be paid for the time you have worked.... or quit working OT for free. Tell them they get 8 hours and no more per day and no more than 40 hours a week from you unless you will be paid OT pay.

If you are an employee of the consulting company and are covered by FLSA (Fair Labor Standards Act), then they would be required to pay you overtime. You might not be covered though. See http://www.dol.gov/compliance/guide/minwage.htm and http://www.dol.gov/dol/topic/wages/overtimepay.htm

Report them to the labor board and you can possibly get 3X what they owe you. That is what I would do.

Are you in the USA. If so, press charges for fraud. They will try to make a settlement to keep out of trouble.

I would bring it to the attention of the state labor board unless you have a signed contract stating otherwise.

their suppose to pay you 1.5x more for the overtime. you definitely should call the police and have them arrested

You should report it to OSHA, It is a violation, and they should be turned in.
