It is not rake-off. It is rack-off or ___% off on rack rates.
Rack rate is a fixed FULL price chargable without or before discounts.

1. It can alter a tour guide's character and morality because he will place more importance to commissions rather than the quality of tour packages offered to prospective tourists.

2. It will create unfair competition between travel & tour agencies.

3. This situation will leave tourists with a big disadvantage in terms of value for their money spent on tours and accomodations.

If I edited these sentences, they would read:

The harm of rake-off:

1) The moral character and business ethics of guides will be destroyed.

2) Unfair competition between tour agencies will emerge.

3) Benefits to tourists will be seriously affected.

Please note, there is no such word as 'decaving'.

I think your sentences should be written like this
1.It can make the occupation moral and the business character decraving
2.The unfiar competition among (if more than 2 agencies)the tour agencies will emerge
3.Tie insurance company will pay the claim of seriously injured persons for the benefir of the tourists
