yes, they do but in my opinion, they don't need to setup a new network since there's already one, it just needs enhancement. and i think, we don't need to ask for foreign companies to set it up for us since we already have our own means of communication, we can use our local providers such as pldt, etc. this way, the people who will provide the network is already familiar with the territories and what our government might need. besides, we have lots of good people at the IT industry and we can have people for the maintenance. it also means additional work opportunities for pinoys.

Maybe yes, but I do not see it as a priority.

There are other basic needs that must be addressed: schoolrooms, health clinics, etc. Just the core, basic services first. In the meantime, we are able to communicate via the available private service providers like PLDT, Smart, and Globe.

no.

1. their work would go slower. Instead of doing their work, they'd be stuck on browsing friendster, yaddah yaddah on YM
2. schools and local hospitals especially in remote areas, need it, not them.
3. they can that get from local providers here. Not only the price is okay, they can help the company expand more, and more work for more filipinos.
4. haven't they heard of fax machines?

There is an existing one. they just dont want to put more budget on it because they cant steal the money..,

The bigger the project, the higher the commission and kickback.

Thats why most agency heads are called COMMISSIONERS.
