Did you turn on your firewall in Windows Vista then you should do it.
Cox antivirus doesn't work as they are cheap but I would recommend http://free.grisoft.com/doc/2/lng/us/tpl/v5
Secondly, make sure that the DSL modem is sync correctly with ISP.
Other than that, it should take care of most of your problem.

First ensure that the Internet configurations are correct-your IPs and the ISP.Then check if the Windows firewall is on.You can do this by typing services.msc at the prompt. scroll until you see a service called Ms windows firewall. Stop it temporarily and see if your Internet works.Thirdly the antivir you installed could be having an inbuilt firewall, check and ensure it is turned off and try going to the net again. If you still cannot, then uninstall the anti virus and try connecting. If you are able then it means you have to change the antivir.
You may also need to do a disk cleanup-you can get this option in the system tools option under Accessories in windows.Disk defragmentation (also under accessories) helps. Run a full scan of your system after installing the antivir.
Also consider installing an antispyware like Zonealarm. It is a good Internet security software. You can download it and its free.
All the best.

You may find that Nortons still exists and desktop is still trying to activate it. Two antivirus programmes will try to defeat each other and lock up the RAM . Nortons will need to be un installed completely in the "Change/remove programmes" section.
Vista also used a lot of RAM memory (about 320 meg) so it will also depend on the amount of RAM memory left and other programmes you may be using at the same time. If you only have 512 meg Ram total (which is common), you will have less than 180 to run the rest of the computer, and therefore may need an upgrade

Your computer was attacked by viruses, spywares, malwares. And the swap file is getting bigger in Windows Vista. So your PC is running slowly !
You can use some another anti-virus / spyware / malwares softwares in order to destroy them but the Windows Vista won't work very ofter right after that.
You have to recover Windows Vista by CD Recover or System Restore in Windows Vista or re-setup Windows Vista.

1) Make sure the Norton anti-virus program is completely uninstalled & not conflicting w/ your new anti-virus program.
2) Update your anti-virus program & scan your computer for viruses.
3) Check free memory. You may need to add RAM - Vista uses a lot of it. (Start bar - Computer - drive labelled w/ your computer's processor - possibly the D: drive)

I can relate to this. I have Cox High-Speed Internet (Cox is SuddenLink here) and the internet always kicks out at the most inopportune moments.
I'll be owning at Halo 3, THEN the internet cuts out so that I can't finish the match!!!
I hate SuddenLink...

Have you scanned for Spyware? If not download, update and scan with Spybot and Adaware. How long since you ran a diskcleanup? Is your drive free from fragmentation? This disease can slow things down. Keep a check on frag levels and also on the free space.
