Does he actually have to shower? When I was in school (I graduated 10 years ago) through middle school and high school, there was no showering. My nephews who are in high school and middle school have never showered either, all they do is change for gym and that just requires changing your clothes not getting fully naked.
Explain to him that children grow at different rates, he may not be the only one in the locker room that hasn't fully gone through puberty yet either, and tell him that contrary to popular myth, boys (and girls) really don't go around watching each other change, it's more get changed and get out there, then back to get changed and get to the next class.

my son refused to change clothes and shower with the others. I feel that our kids have a right to privacy just as much as we do. At our jobs we are not expected to undress and shower in front of others. I stood by my kid!!!!!!
my son didnt hit puberty until 16, hes almost 19 and still self consious about not having hairy legs. My family is not really hairy so I pointed out to him that his 45 yr old uncle doesnt have real hairy legs. Be strong and be an advocate for your child.

Start building your son up with self-confidence. He shouldn't be concerned with this at such a young age. Build him up in everything he does, it will rub off on him and these issues won't matter, he will be confident and able to stand up for himself. You should not be encouraging your son to hide but to stand up and be a young, confident man. He will have to deal with both the good & bad of how kids treat one another. But hiding him will only make him weaker. Sometimes humor is good medicine. Laughter lightens up issues, maybe he can learn not to take things so seriously and joke around with others to lighten up some of the pressure. He's a kid, let him be a kid!

here in australia young boys at schools aren't allowed to be naked infront of anyone adn they should make it illegal everywhere else aswell it is degrading to these kids. Im not sure how to answer your question but i just thought that it was worth mentioning sorry i couldn't help

this is a perfect time (with it being Halloween) for him to go buy a wig with curly black hair and glue some of it above his private parts. unless his locker room buddies are being complete pervs and staring at his genitals .. then they will assume it's real pubic hair.
