Best time to go is when there's a full moon. The moonlight will enable you to see somewhat. Also if you are not going to hold the fishing rod all of the time, you are going to need a neon glow stick to put on top of your fishing rod so you'll know when you get a bite. And go with someone, unless you enjoy sitting at your fishing site alone at 3 a.m.

Sure, I go nightfishing all the time off the local jetty. Depends on where you are though!
