Tons. Bill Murray, Jerry Sienfeld, Sarah Jessica Parker, Winona Ryder, Jennifer Aniston, John Stewart, Paul Rieser, John Stamos & Rebecca Romajin, Ethan Hawke, John Cryer, Tony Randal, Lenny Kravitz, ...it depends on where you live really, and the places you hang out. Everyone has to shop, eat, etc....I was on the lower East Side/downtown mostly and worked all over the city, so I ran into folks. Mostly saw them on the street, while shopping, or they were eating/drinking at the same place that I was.

Yes, I have. It was Lionel Richie - as a member of The Commodores - on 5th Street, Manhattan, a few blocks away from the Waldorf Astoria sometime in September 1981. He actually signed an autoghraph for me with one of their songs "Easy" and told me that he was in New York with Barry Gordy to promote the group's latest Album and to perform at Radio City Music Hall.

Tons.
The most recent was last Sunday. I saw Whoopie Goldberg on the street in SoHo.
In college I was a bank teller and cashed a check for Tony Randall.
The funniest was MeatLoaf. He double parked his car (Honda Accord that he barely fit into) outside a McDonalds on the upper west side while his wife ran inside to grab some burgers.

I work at and around the Manhattan Civic Center and see loads of TV and some movie celebs.
Every actor from the Law & Order series have been down here but the reall big time actors i have seen are:
Robert DeNiro (filmed the Good Shephard in one of my facilities)
Tim Robbins (doing some film up the block...yo he's a tall mofo!)
Matt Damon (i really don't see what the big deal about him is, he looks like the kid we used to pickon in school)
Tyra Banks (doing a photo-op....ugh, what a pretentious woman)

I live down the street from where Heath Ledger and Michele Williams used to live (before they broke up). I'd see them at least once a week and sometimes we'd stop and chat. They were very sweet.

About 10 years ago, I saw Robert De Niro at Yankee Stadium wearing a fake beard and glasses under a Yankees cap.
