A few gas tips; Try to fill up in the early morning before it gets too hot. As you are pumping you lose a lot of "volume " from the gas , lost in vapors fumes and evaporation. Also try to fill up when you are only half empty (or half full) Less Space to fill which will be less evaporation and fumes lost. I have also heard that if you will fill up on the slowest setting you will also get more volume in the gas. All these should give you better gas mileage. Another tip: if you see a big truck filling up the stations tanks. Don't use those pumps. Most dirt etc stays settled at the bottom of their in ground gas tanks but when the big truck has filled those tanks the force from that hose has caused all the dirt to mix in to the gas. It will take a little time to settle back to the bottom. You don't wont to pump dirt into your tank.

I have had two trucks with 6 cyl. engines. They both got lousy mileage, esp. if you do any towing or have a low geared towing rear end. Try getting the smaller or med.V8. I think Chevy gets better mileage than the others, including the Toyota. My 2004 1/2 ton gets about 18 hwy, a bit less in town. I've also herd from some Dodge owners that the interior falls apart pretty quickly. I live in Texas, so trucks are as common as cars.

I think your reported mileage is spot on for what your truck is
You could put on a less restrictive exhaust and a cold air intake (or K&N filter) and that would help some - but you are not getting over 20 no matter what you do

make sure to keep it tuned up, it should be tuned up every 30k. make sure your air filter is clean and check it on a regular basis, but honestly it wont get much better than what your getting. i have a 5.2 and that is around the same mpg i get, i have a 3.9 dakota and the gas mileage is pretty poor on that too, sometimes i think we get better gas mileage from the 5.2 truck.

If you really need a truck you will have to live with poor mileage.
If you are buying it for other reasons, get over it and buy something economical.
