I don't think the function you've specified can, but in general yes, rectangular cunctions can be periodic. Not only that, but there families of periodic rectangular functions with the proporty of orthogonality (which means that they can be used instead of sin/cos functions to do transforms) Go to the Library and get familiar with 'Walsh Functions'. They've gotten rather important in the lst few years.
