Of course you can apply.

The question is -- can you get in. You might if everything else is perfect and you grades have been improving. Berkeley would be tough -- but Merced and Riverside are possiblilties.

It's Hard to answer off the bat if you can get in or apply to UC. Generally, a 3.0 GPA is desirable, however, there are exceptions. Usually if you have a low GPA, then you can offset that with having a high SAT or ACT score. It also depends on the classes and type of class you take, so it's hard to answer that question.
In order to help you out check out the website provided on the bottom, and click on "Check you eligibility for admission" enter the information and it will tell you if you get in. Note, i think for this year or next year the minimum GPA is a 3.0 but you should recheck that.

You should maybe consider community college first. Ok, I know, that sounds bad. But I did it, I never took the SAT in high school, I went to community college, did ok, and sat
next to 'steller' students at UCLA. I graduated this June with a BS in Biology. All those 'smart' kids that got super high GPAs and SAT scores during high school are just numbers, they are not special. I screwed up in high school only for them to be my lab partners, and let me tell you, they are not absolute smart kids. We all have the same intelligence.

No not really. It kind of depens. Did you have many outside activities? and Did you take many honors and AP classes? Then maybe, but not from college prep classes.
