The water that is piped through the city streets is only "cold" water; when the pipe gets to your house a branch is made in the line with one pipe going to a water heater (part of the the home furnace, or a separate unit) a pipe is run from the heater to anything that requires hot water. So there are actually two pipes that lead to the water fawcet, one with hot water and one with cold ,when you operate the handle(s) you are just controlling how much hot and how much cold are mixing together before it comes out the end of the fawcet.

According to the expert, Farrah Fosset, you have a cold water line, and a hot water line. Turn them on at the same time, you get warm water. Look under the sink and see both lines.
