If the flour used is refined white flour with a lot of preservatives and additives, then no, that pasta isn't as healthy as pasta which is made from whole grain, amaranth, or other more healthy flours and freshly made.
Pasta falls into the bread family of carbohydrates. You should limit how much bread/pasta you eat as will raise blood sugar levels and increase your weight if you are not careful.

carbs turn to sugar. if the sugar doesn't get burned, it stores as fat. that is the basic reason carbs are bad.
