I'll let them every once and awhile get something to drink or eat, but now they just come over and take what they want.
I have Kool-Aid (the pouches and little bottles) and they just take and drink them. And they take my other roommies water... i get mad about it but not say anything. I'm going home next weekend and i'm afraid to leave my stuff there...that when i get back it'll all be gone...
How can i let them to stop taking things without asking first?

Get the code to your lock changed. Talk to your neighbors and explain that you'd rather they didn't take your food without asking. Or you could do what Jerry did with Kramer and start running a tab...

Start putting price stickers on all of your stuff, then put a jar on top of the fridge. Next time they come over, tell them you don't have change for a dollar, so they better get their coins out. If they laugh and start grabbing anyway, tell them to put it back until they bring their money. It's a funny situation, but they should get the idea. If not, buy a childproof lock and put it on the fridge door with a sign that says "vending machine, coins only". The sad part is, they probably won't be able to figure out the child lock. My husband still has a hard time with the child lock on our fridge. LOL

Get a door handle with a lock in it and keep it locked, also put up a door chain and use it. Believe me they will get the message when they find a locked door and you answering their knock from behind a door chain. Get your roomie to do the same and make sure he/she has a key as well.
Some people you just have to take FIRM action with. When they ask why the lock and chains, just say you are having problems and feel safer this way.
This is Firm but Diplomatic, Try it, it will work.
EDIT: can the manager or super change the code for you.

1) Man up and just tell them they must ask or else start restocking your kitchen. Or just tell them to stop leeching off your stuff, period.
2) Change the darn code! You're probably paranoid that they'll take it personally. If they do, screw them. Or tell them you'll give them the code when they start giving you a food allowance.

They're not going to stop if you sit by and do nothing, hun. I'd suggest telling them in a firm (but kind) manner that you don't appreciate this. It's rude.
