Connecticut currently has a law that exempts sales tax on hybrid cars. If I'm not a resident of that state, can I still go to CT and buy a hybrid car tax-exempt?

Yeah, but you wouldn't pay it on any vehicle in CT anyway unless you registered the vehicle there. You will have to pay the use tax in your home state when you register it there. Net savings to you: Zero.

Go to the CT Department of Revenue site at http://www.ct.gov/drs/site/default.asp then in the upper left "search" type in "CERT-125" . I believe this will help. If a nonresident of CT does not present the vehicle to CT DMV then no sales tax is to be charged. Check with your home state.
