depends on the size of ur city. most times they will just come out and disconnect it.
they always have the option of fining u or pressing charges.
i grew up in the hood and have many relatives still there. rigging our electricity was common. i dont know anyone who has ever been fined or arrested. the most we got was a scolding from the electric man telling us how dangerous it was to be messing with the electricity.
sometimes u have to do what u have to do.

eventuallay you will be caught, because the entire electric grid is metered, so they know if they are outputting more then they are supposed to.
this makes everyone elses rates go up, and when you do get caught the fines can be severe, and may include jail time....
not to mention the fact that, when the meter is removed, it is very dangerous to attempt to connect the electric from the street to your house wiring because there is no circuit breaker, or fuse to shut the power before the meter in most cases... it can cause severe injury, or death, and can possibly cause a fire...

When I worked for a utility company, we'd press charges for theft of services. We weren't generating the stuff so we could give it away.

in most modernized areas, your electricity is controlled remotely underground. When they turn you off, there is no juice. If you tap into it, its no mystery.
