The problem lies with the idle control valve in the throttle body. Pick up a can of throttle body cleaner and with the engine running, spray it in the throat of the body, after removing the air snorkel. Pay particular attention to the small dime sized hole at the base of the body, just in front of the throttle plate. This hole leads to the idle air control valve where most , if not all, of the problem lies.

Toyota is a runner, look for the obvious. A spark plug misfire,
a bad plug cable. You can check ignition cables with a Windex bottle with water in it spray on wires and see if it gets worse or Arch's spray lightly or just look under hood in dark look for sparks or arching to ground, also listen for cracking sound . Some times roughness at idle is a grounding engine mount. If you step on brake and give a little gas and it gets worse it is likely a misfire if it gets better it may be a mount. When you step on gas with foot on brake and in gear and you hear a popping threw exhaust its likely an ignition misfire. Injectors can also fail and not open and get the fuel you need when needed ? Check for dirty throttle body
is the air filter dirty don't over look obvious.

Time to check and replace many of the old brittle vacuum hoses... they tend to crack about a half inch back from where they are slipped on... a carefull check will reveal many in need of replacement..... things like spark plugs and wire could also be an issue...

Have injectors cleaned by Dealer and use all synthetic fluids.
