Explain to her that in life there are things that will work out for her and things that will not. She didn't do anything "wrong" to not get student council. She did an excellent job and tried her hardest. Help her to set a new goal that she can now work towards.

This is a good opportunity for her to learn that in life you don't always get everything you want. Just tell her that you are proud of the effort she put forth, and to keep trying to be a good citizen at her school and maybe next year she'll get elected. In the meantime it is time to have a discussion about how to pick friends. This girl laughing at her is not a friend to her, and she needs to stay away from her.

Tell her you are VERY PROUD OF HER for the GOOD EFFORT she put in to try to get on Student Council.. then tell her there is always next year and if she wants something, she should continue to try for it REGARDLESS of what happened this year.... tell her not to give up.. quitters never win... if this was her very first time trying, maybe she needs to get better known in school--....seems to me there were a LOT of little girls who didn't get voted on for SOMETHING in school... like Ms. Hiliary Clinton, Ms. Barbara Jordan, Ms. Eleanor Roosevelt, Ms. Barbara Streisand, Ms. Oprah Winfrey.... and look at what these women all accomplished later in life.!!!!!!!! tell her not to be upset ESPECIALLY since she gave it her ALL....she will eventually get over this loss and she will forget the kids laughed at her about it... Kids CAN BE CRUEL---I know THAT for a fact having grown up with multiple deformities... but what I did was IGNORED those who taunted me and held MY HEAD UP HIGH....it works...
