They were pretty good in Afghanistan. Iraq, of course they were smarter than us on that one. I'd say 7 or 8.

We'd still be a British colony if it weren't for assistance provided by the French military during the Revolutionary War, so show some respect.

I would rank them a 7 or 8.
They are well-armed, well-trained, but don't have much recent combat experience (Afghanistan and the Gulf War) and I don't have that much confidence in their leadership above battalion level.

France has quite a brisk arms export business, good fighter jets built with Israel, and nukes. They do alright for themselves; they just aren't a large country with a huge military.
