I believe Otto Lilienthal launched several of his gliders from a flat-top barge in Germany sometime in the 1890's. Samuel Langley also launched unmanned steam-powered airplanes from a boat on the Potomac river in the 1890's

Nov. 14, 1910 - Eugene Ely, 24, a civilian pilot, took off in a 50-hp. Curtiss plane from a wooden platform built over the bow of the light cruiser USS Birmingham (CL-2). The ship was at anchor in Hampton Roads, Va., and Ely landed moments later on Willoughby Spit.

methinks this is a tricky question, it seems I recall a hot air balloon launching from a barge in the mid 1800s, France but I don't recall details
