In the US, the information is sent to the state database and national database simultaneously. You get a response back in less than 15 seconds.
Sorting through the response takes the most time, but can easily be done in less than 5 minutes, unless you search a common name like James Johnson and get several responses.

It takes a few seconds for the response to come back to my MDT in my car. This will show any entries in NCIC and CCIC (I'm in CO), for warrants, restraining orders, protection orders etc as well as driving info. Might be a few minutes looking through the results as it'll list all "likely" or close hits to the name and dob I entered.
I'll then run their rap sheet and criminal history, again a few seconds to receive it back.
These checks will only show the barebones on someone. I can run someone through our own department's database to see the detail of all police contacts (with us) that someone was involved in (tickets/reports/statements/FIs etc). Or now we've just merged our database with most of the departments in the area, I can run someone thru that (its seperate to own our database). Again the search would take seconds, it would be looking through the reports that would long longer.
