You can use everyone's suggestions but in the end if the wallpaper is peeling, you need to take it down and start again with either a new wall paper or paint. A quick fix never looks right. It just looks like a patch. So what are you going for? If this is your house, I would tear it out and start again. Do it right.

I can tell 'ya I've had experience in this area. Give up and remove the peeling wallpaper and replace it with pre-pasted. Don't forget to follow the instructions about folding the paper after you get it wet and let it sit a while before hanging it.

that wallpaper is put up by mixing wallpaper paste with water.........most wallpaper paste can be bought at lowes or h/d or most hardware stores.......what I would do is purchase as small a bucket that they sell and mix with water then get a paint brush and dip it then apply it to either the loose seam or the wall........wait a couple minutes then push it back together and wipe off the access with a sponge..........

Go to Walmart and they carry a product called Seam Glue,
I keep a tube of it on hand at all times..comes in handy for bathrooms and kitchens with wall paper in them..
