There's no good substitute for paprika. I never use it, even if a recipe calls for it, because it doesn't really have a lot of flavor and I don't like the consistency. Old Bay or Chili powder will change the flavor of your fish, a lot.

Leave it out, if your making a dish that requires it try and look for a version that doesn't. I think paprika does have a good amount of flavor. Especially the hungarian expensive stuff. Just leave it out. And don't subsitute oldbay, chili powder, cayenne pepper, or any other red spice. nothing compares to paprika.

Paprika is mainly used for color. It really does not have much flavor. You may sub a little black pepper or you can skip it altogether. Old Bay and Chili powder will alter the flavor too much, so I would avoid those with your fish.

you have different types of paprika, the sweet one or the hot one - with fish I'd avoid the sweet one. So you can replace it with hot chilly. Otherwise, depending on how you're cooking your fish, why not use saffron?!

I would go with the Old Bay, I think that the chili powder would overpower the delicate taste of the fish, and you DON'T want that to happen......and Old Bay is specifically made to enhance the flavor of seafood, like crab boils.......Enjoy!!!
