Time in grade and service of course. It an automatic promotion with 24 months time in service/6 months time in grade. Now they do have waivers. Only so many come down per unit. But that is 18 months time in service/3 months time in grade. My suggestion to you is to try to go to a couple of soldier of the month boards. Show them you want the waiver. Of course, alot of this depends on your 1st Sgt. Good Luck.

If I remeber right, time in grade from E-3 to E4 is 18 months, I got mine earlier because it was awarded to me as a PCS award when I went to Korea.

Time in rank, Time in service. Usually there is a roster of promotions that comes out. It says how many promotions are available for each rank. Ask your squad leader!

Usually time in service and time in grade without disciplinary action. If your first line NCO has grounds, usually multiple negative counseling statements, they can block it for a cycle.
Just do your job well and stay out of trouble and it will come.
