The other night I called the police because my neighbors band was playing until 9 or 10 at night. They said that they weren't going to send anyone out because it is a low income area and they don't want to cause undo hardship. I have called multiple times and I keep getting the same answer.

1st You call your alderman. Let him know your issue.
2nd Call the Captain at the station house that services your area.
3rd If these fail to help in your matter, you call the local media and ask them to help solve the issue. If you are going to call the media I would suggest purchasing a tape recorder that can be hooked up to your phone. These only cost $10 at Radio Shack but are very helpful to record accurately what was said.

Thank you for not using 911 unless it is an actual emergency.

it's not late enough for them to come out for that.. Even on a weeknight.. I know you probably have to get up early and the noise bothers you. I would try talking to your neighbor and see if they can practice earlier.. If they don't then go buy some ear plugs and turn on a fan to block out the noise..
