Yes.

All CDs, including CD-Rs (but not CD-RWs) are covered by 'The Red Book Standard'. This is a set of regulations, drawn up back in 1980, which define exactly what a 'CD' is.

It means that any CD bought anywhere in the world, must play on any CD player anywhere in the world.

I use Nero 7 and it says that a CD i burn will play on any CD or portable device... so yes i think so.
