It's brown and KINDA hard. It's not the fudge or the ice cream or anything. It's like well....It's just not the ice cream or the fudge. Ok here's a picture of an ice cream cake... http://blog.matthewweathers.com/wp-content/uploads/2007/04/mudd_pie_cake.jpg
It's the black/brown stuff all over the cardboard.

That would be a chocolate graham cracker or cookie crumb crust!

On that particular ice cream cake, a "Mudd Pie", those crumbs are from the crust. It's made with butter and Oreo cookies (or similar cookies) and pressed into the bottom of the pan before the ice cream, etc., is added.

That could be crumbled cookie crumbs or crumbled cake. You can take the cookie crumbs and add nuts to it also and I sometimes will take day old brownies and spin them in the food processor until I get crumbs that are not super find but are small enough to make a nice filling. All will work.

I used to work at DQ and it came packaged called "cookie crunch". We added chocolate dip to the crumbs (the stuff you dipped cones in and it hardened into a shell). Oh, and we put cold fudge in a layer underneath the cookie crumb layer. I never saw any product that came close to those cookie crumbs in a retail store.

They are chocolate crunchies and can be found at many local grocery stores. If you can't find it there you may be able to ask Carvel for some crunchies in a bag.
