Actually I have no idea these days. I volunteered for the draft so I would only have to put in two years. I made E-5 in that two years which was pretty unusual at the time, but them I'm really good!

If you make the cut off, which changes yearly and based on your career field, then you get E4, if not, you stay E3 and live to test next year!

What Service? Different services have different requirements.

Quite frankly, if you are asking here, you are never going to make it to E4.

Have 18 months to 2 years of US Military experience, show aptitude and work related
disclpine, have knowledge and working ability
of military weapon systems and military equip
ment. go to different schools and take tests to prove your knowledge and be recommended for promotion by the squad leader and 1st Sgt!!

Just be in the Army 18 months without getting in trouble. You'll be automatically promoted.

At 18 months you can be promoted to SPC with a waiver, it is automatic at 24 months

What service are you in? In the Navy, it was a matter of time in service, evaluation marks, recomendation for promotion, your score on the rating exam, and the quota for E-4 in that particular rating.

Uhhhhhhhh....time in grade...time in service.... looking and acting the part of a Airman, Marine, Sailor, or Soldier.

Learn all you can and strive to be the best at all you do and there is no limit to potential promotions.
