During, and immediately following, the action potential no visible changes occur in the muscle fibers. However, this is almost the opposite of the relaxation period. It could be seen as "relaxed" but it's actually preparing to contract, whereas the relaxation period is reversing the contractile process (undoing all the chemical/electrical gradient changes necessary for a contraction). I'd say False, only because really the relaxation period is when the muscle is relaxed, but the muscle is technically relaxed (since it's not contracted) during the latent period.
