You have asked two different questions.

1) Which ships are getting the new water parks? The eight Fantasy class ships are getting upgrades to the pool area (Fantasy, Ecstasy, Elation, Fascination, Sensation, Paradise, Imagination and Inspiration) ...

2) Which is the best ship of Carnival cruise line? Carnival currently has five classes of ships:

Holiday class - Holiday & Celebration
Fantasy class - listed above
Destiny class - Destiny, Victory & Triumph
Spirit class - Spirit, Pride, Legend & Miracle
Conquest - Conquest, Glory, Valor, Liberty & Freedom

The Conquest class ships are the biggest. The last two Conquest class ships, the Liberty & Freedom are the newest with the latest and greatest. These ships both have large outdoor screens for watching movies. Currently these are the only two Carnival ships with these screens.

Nonetheless, I like the Spirit class better. The Spirit class is smaller (88,500 GRT vs. 110,000 GRT for the Conquest class) but have more room per passenger (41.7 GRT per person vs. 37 GRT per person for the Conquest class). I also like the layout of the Spirit class ships better, as they are easier to navigate.

They are doing this to some of their older ships (Fantasy or Spirit classes). I am not sure if they have completed this yet though. Unless you are going on an older Carnival ship that has been completely refurbished, I would stick to brand new ships. Carnival doesn't seem to keep up mantainance on their ships as the older ones definitely show their ages... of course, this is my experience.
