Hmmm, interesting theory.
I assume you mean Chinese people who worship the state and power, not atheists.
I would argue that atheism doesn't cause Chinese leaders to kill Buddhists, but that the failed theory of communism causes leaders to stamp out any perceived threat to their power, because communism doesn't work. It is not disbelief in God that causes this behavior, it is trying to maintain a false belief system.
Which incidentally is exactly what causes religions to become violent as well. For instance the catholic church used to kill scientists who disagreed with their false teachings. Galileo had to recant his stance that the world was round etc..
Modern Islamists try to kill anyone who claims that Islam is not based in reality etc...
Violence eventually always becomes necessary when a person faithfully defends a false theory or belief system, and that include communism.

Try the South Vietnamese Government before the Vietnam war. The South Vietnamese Government (which was Catholic) persecuted the Buddhists up until it was overthrown by the North.
