Yours pertains more to a political question, than a military one, but I will add the following:

Serbia says it will stay under their rule.

All Serbia can do is talk, any attempt to use force, will see the end of Serbia's chance to join the European Union, they are already on thin ice for not handing over the top Serb war criminals.

The Kosovo Albanian's want independence for Kosovo.

And I feel they will achieve it with time, but only by political moves and not the threat of violence.

N.A.T.O., the E.U. and the U.N. have European Civil Police & European troops stationed there, along with some U.S. Military Forces.

Am very far in Africa. But according to your briefing above, it is other countries who are predicting another war in Kosovo. I have so many times come across this name and whenever things go wrong somewhere people will say ''It's another Kosovo'' Let me tell you that what determines a place's future are the people living in the same place and so when other countries predict these things (bad) on you, it doesn't matter. We have seen war zones from our peaceful areas and many of the time we only help through prayers and so will never want to see Kosovo go back to where it was. I believe that with the people remaining there you can manage to maintain the peace which was aquired after the war and even if there are still some disagreements threatening to bring the country down to where it came from, the people and governance there should strive hard to see that all is solved and live like one. In our country we are made up of 41 different language speaking people, but if you happen to come here, out of intermingling we are no different. We see each of our own country as a brother. Our country is in peace and thank God for that. I would like to say to you that I wish The country and the People of Kosovo peace and oneness now and in the future. People from outside should not be the monitors in you internal matters you need peace and that is what you have currently so don't see bad thing ahead of the future of your country. Kosovo should try to shun what the outsiders are saying or advising as some are out to ruin others. HAVE PEACE AND IT IN ABUDANCE. PEACE ON YOU.

War will probably break out again for several reasons. First, Kosovo Pole, the "holy of holies" for the Serb people, is near Pristina. So, any desecration or interference with that place by Kosovo Albanians will start up the shooting again. Secondly, there has been no solution to the initial situation where Albanians had a birth rate over 20 times that of the Serbs. The Serbs must have felt like a minority in their own country.
The best I could suggest is for Kosovo Province to be granted UN Trusteeship status under Chapter XI of the UN Charter and make the Organization For Security and Cooperation in Europe (OSCE) the administrator of that province, with regular reports to be made to the UN Trusteeship Council and the UN Security Council.
I don't speak Serbian. All I can wish for you is expressed in the language of your Slavic and Orthodox "cousins" n Russia: "Mir ev Swoboda" (Peace and Freedom).

I am familiar with Kosovo. I've not heard talk of renewed violence, or any plans for the US to intercede.

Last I heard we still had American troops stationed there, there must be something still happening.
