Its just a left over scar from when your umbilical cord was cut off at birth... whether you get a "innie" or and "outty" varies from person to person... check out the second paragraph on the source i attached..

I have the same issue and as much as it is nasty as heck I have gone to numerous doctors and the same old thing is said. Keep it dry and I am always given a creme called hydrocortisone creme (used for skin irritations, itching and redness). I put it on when it gets red and itchy and smells. This problem has never gotten better and at times I can go weeks without it happening, so when it does I put the creme in it wait about 3 mins and then wipe it almost dry with a dry cloth. Dont worry it isnt a bad thing its common with ppl with deep inny's dont let others try to scare you into thinking its something more than it is. Oh and dont touch it it makes it hurt and irritates it more :) Best of luck )

There is nothing that causes an innie or an outy. It's just the scar that's left when the umbilical cord heals and falls off. The way it was cut and tied off has nothing to do with it.

The way the umbiilical cord is cut. Usually it dries and falls off and the person is left with an innie but sometimes it's long enough that it leaves enough that it qualifies as an outie.

I t depends how your parents tell the doctor how to cut your umbilical cord of at birth. If you cut it really close, you have an inny. If you cut it farther out, you have an outie.

At the time of birth there may be a possible need for a blood transfusion--so the belly button is not cut as far back. Or sloppy work by the doctor.
