If you don't have Adobe Acrobat, you can use the form filling feature of Foxit

First I recommend right clicking the file and choosing properties, then choose the security tab and see if there are any restrictions on manipulating the document.

If modify is marked "allow", then Solid Converter PDF will allow you to convert the PDF file to a Word document were you will then be able to fill in the form and then you can convert it back to PDF from Word.

You can copy the pdf files and open Microsoft word and past them there. No need for another software.

remove the write protection by re-saving the file without password & protection. Of course you'll have to know the password to remove it.
