As of now you do not need a passport to drive from the U.S. to Canada. The summer of 2008 is the tentative date set to implement the land phase of travel to Canada and at that time you would need a passport to travel to Canada.

If you are a citizen of US, Canada, or Mexico and travel by air after 01 January 2007: you need a passport.
If you are a citizen of US, Canada, or Mexico and travel by land or sea before 31 December 2007: you need proof of citizenship (which can be passport, birthcertificate, and/or naturalization papers) AND photo ID (which may be passport, Us or Canada driver's licence, or military ID).
If you are a citizen of Canada, US, or Mexico and are traveling after 01 January 2008 by any means - OR are NOT a citizen of one of those three countries: you need a passport. Non-citizens must ALSO have their relevant visa documentation (green card, H1B, F1, etc).
All that being said - the people charged with guarding the border have the right to deny entry to anyone they suspect has inadequate or incorrect documentation. For example - if the birth certificate you presented was a copy and not a certified original, they might require you to produce a passport before allowing entry.

Not true. If you are travelling by LAND, you have at least until January 2008 to still cross the border with just proof of citizenship and a photo ID.
The rules have changed if you are trying to come into Canada by AIR. The two governments were briefly allowing people to still use their birth certificate and photo ID on some flights up until SEP-2007 if you had proof that you applied for a passport (a special form from the passport office). This was to accomodate the backlog of passport requests that they had to process.
As of OCT-2007, you now MUST have a passport if you plan to fly anywhere on an international flight. I cannot tell you if domestic flights are also affected by that regulation.
In any case, I will confirm this in 48 hours. I will be going by car from Montreal to Boston Saturday morning and returning to Canada Monday so if I am wrong, I will certainly update this answer and acknowledge my mistake! ;-)

It is not yet a law that you need a passport to travel by car to canada, but it is recommended. When i went there last year with my birth certificate and drivers license they gave me a really hard time at the canadian border saying i should have a passport. But they eventually let me through, so its not required yet but again it is a lot easier, and soon will be a law i believe as of 1-1-08.

If you are traveling to Canada by land or by sea you do not require a passport but you must have U.S. citizenship documents such as a certified copy (not a photocopy or facsimile) of a U.S. birth certificate, this must be accompanied by a government issued photo-ID such as a drivers license or military ID etc to gain re-entry back into the States.
However from next year all persons traveling to Mexico, Canada, Bermuda and the Caribbean region will require a passport regardless of how they enter the country.

Not yet, by car. Passports for road travel keep getting put off. Last year it was supposed to be this year-I don't think it will ever happen.
