I want to apply in DC because it seems easier, now 30 hour class, or driving school. Am I right in thinking that?

You must obtain a driver's license in the county in which you live. You need to show proof of residence.

I don't understand the part of your question dealing with "30 hour class, or driving school". Do you mean that you are taking classes and driving school in D.C., but don't live there?
If that is the case, no you may not get your license in D.C. If you were a full-time student living on campus in D.C., then yes you can.

Most areas require you to present proof of residency to get a drivers licence. May be a utility bill etc. I have included the link for DC's requirements.

Yes. No state (or DC) will allow you to get a license without showing proof of your residential address. You can only get a license in your state of residence.
