It isn't tarter, it is tobacco stains.

We don't collect any more tartar than non-smokers. And stains aren't a problem if you brush your teeth regularly.

They don't have more tarter than non-smokers, but the tartar they do have can be stained with tobacco products. Thus it is more noticeable.
