It's being done all the time. My 12-year-old cousin went to computer camp in Texas last year to learn about NASA, and the year before that to build a virtual roller coaster.

You'd need to get hardware and put together a whole program, hire teachers, decide if kids will stay overnight and who will take care of them and feed them, figure out a way to get them enrolled and collect the money.

I would only send my kid if it was tied to something reputable like the YMCA or the local school department, or a camping operation that already has a good reputation.
