Both are cured meats and, yes, you can eat processed pepperoni without cooking it. Technically, it falls within the same category as "salami" or "salumi" as some folks call it. The spices are different and the curing process is roughly the same. Consider sopressata, genoa salami, hard salami, cappicola, prosciutto, et al. All are considered "salami's" and each tastes different and have different textures.

Salami is cured sausage, fermented and air-dried. Pepperoni is a style of salami that is made with pork and beef, and is seasoned with black pepper, red pepper and occasionally fennel seeds. It is thinly sliced and served alone as an antipasto, but is used more often on sandwiches or pizza. You can eat it without cooking but personally, I prefer my food hot.
