It all depends on the situation.
If we are out in public in the open air, I wouldn't say a word.
If we are inside my home or my car, I would firmly tell them that they could not smoke and that if they must smoke, to please step outside.
If the person is smoking in a no smoking section of a restaurant where I am eating then I would alert management and ask them to take care of the problem.
Or is it that the smoker is a close friend or relative and that I want them to quit because I don't want them to die? I am always honest in this case. I am a former smoker that hasn't had any cigarettes since 2003. I smoked a pack a day on and off for 10 years. I let them know my history and that quitting is possible and how much better my health is now. I ask them to please quit. I don't bottom line them though. They have to want to quit. I let them know that I started and stopped dozens of times before I finally overcame it and that if I can do it, they can too.

Are you speaking of a personal encounter? Like, say, your spouse or a loved one?
In that event, express your concerns in regarding their health and the hazards, and see if there is anything you can do to help.
On the street? You'll be told to p*ss off...seriously.
Be ready for any of your negative assets to be pointed out in either scenario, because it is their right to smoke, and most smokers will take offense to even the most well-intentioned mention of stopping.
It's like asking an alcoholic to quit drinking while they're drunk...it's an addiction, most can't help continuing to smoke...their body craves it.

first off don't tell them a d@nm thing about health or money or addiction, that really just p!sses us off, which makes us want another to lift our spirits again. second, if thier in your house/car/no smoking section ask them to go outside/wait/smoking section. If your rude thier a couple of us who just might put it out in your eye. If thier in a smoking/outside/thier home your pretty much up sh!t creek without a paddle, the best you can hope for is to move up wind/roll down the window/step outside. be polite and/or at least civil, and most of us will be nice enough to at least move.

If it was someone I loved, like my husband, I would say to him, I love you and want to spend the rest of my life with you living in a happy and healthy environment. Smoking is killing you and shortening our time together as well as spoiling our quality of our life together. I would then say, if you stop I will do something to reward you that involved me sacrificing something.
I have tried this and so far it's working :-)

It depends if the person is my friend, stranger, co worker or a person on the street. If it were my friend I'd tell them it's a stinky habit and doesn't improve their sex life, so stop smoking already.

I would tell them that I was concerned about them and use my own personal experiences that I had when I smoked and when I quit.

Why would you do that? Don't you know that the only thing that would happen is that you'd make that person very angry?
Try to understand the power of their addiction. Until they choose to break that cycle of addiction for themselves, your nagging won't help them.
The most you can - and should - do is to ask them to smoke outside.
