Contest it HOW, exactly?
The only defense to the charge is that you were not parked there. If you have no evidence that you didn't park there, then you will save yourself some time and hassle by just paying it.

Okay, whoever said that you need to hire a lawyer for this, clearly doesn't know what happens when you get a ticket like this.
While the two police officers who posted here have legitamate answers, you did do this on accident. Explain to concisely and honestly, don't try to weasel around it. Recognize that you were not paying proper attention, and the ticket was given for a reason. Traffic laws are black and white, and often there is no room for 'accidents'.
That being said, again, you did not mean to do this, and in your explanation, if you are honest and genuine and can even prove that you are new to the area, there stands a good chance that they will reduce this for you.
If not, well, it sucks but you did park in a handicapped spot. Someone else could really have used it while you were there. The fine is set for a reason.

If theire is an 'admit responsibilty with explantion' box on your ticket, check that box and include a letter. In the letter, explain how it is that you didn't realize you shouldn't be parked there, fully admit responsability, and plead for the mercy of the court. I did this when I got a ticket for supposedly running a red light. My ticket was reduced to $25.

Contest it. Why not, you have nothing to lose anyway.
Just to get this off my chest, I wish I had the time, energy and cash to get this idiotic law repealed. At worst, I wish they would set aside a different area just for the parking where I cant see them. It may sound cold hearted and slightly evil, but if there is no way to enforce who is legit or not, then why have it?

You could probably spend $200 or $300 to hire a lawyer and get the ticket dropped.
Just pay it, and be more aware next time.

Go to court and explain to the judge what happened. Chances are good you won't have to pay the fine.
By the way, citicop might have experience but if the cop who wrote the ticket doesn't show up, you CAN probably beat the ticket. You don't have to "prove" anything, either, just be honest in court.

There might be but more them likely not. Unless you could prove and say to them that you never parked there.
