dogs can have allergies just like people take the puppy to a vet their are meds he can prescribe that will help the puppy to help prevent allergy symptoms.

If people are sensitive to poison ivy, why do you think a puppy (whose immune system isn't fully developed) would not be? Avoid those bushes since the puppy can't do that himself and take him to the vet to make sure he gets treated, and ask him questions that you're not sure of.

He's depending on you to keep him safe and healthy as well as happy.

Dogs can be allergic to all kinds of things including poision ivy. My dog was allergic to fresh cut grass and would get a rash from rolling around in it. Our vet told us to give her Benadryl

Yes, you can plant them together, they do very well. Blackberries usually produce fruit later in the year than raspberries so it works out pretty well. Personally I like to keep all the bushes a little separated because it is easier to harvest the berries.
